Training Requirements
If you are planning to submit a grant application to an agency within the Public Health Service (PHS) (such as the National Institutes of Health, the U.S. Food and Drug Administration, or the Centers for Disease Control and Prevention), or for other extramural funding, you must complete the Conflict of Interest training in advance of submitting your proposal.

As part of the revised PHS regulations (42 CFR 50 Subpart F and 45 CFR Part 94), the federal government has mandated conflict of interest training for all investigators on projects funded or proposed for funding by PHS agencies, including the NIH.

An “Investigator” is defined as the principal investigator (PI), project director, and any other person, regardless of title or position, who is responsible for the design, conduct, or reporting of research funded by the PHS, including collaborators and consultants.

The University of Cincinnati’s COI training module contains information regarding the recently promulgated PHS regulations and the University’s policy on conflicts of interest as they relate to research conducted at the University. Investigators must complete the training every four years.

If you are a new employee, as part of the orientation process, you will be required to complete an Outside Activity Report form. As part of this web-based system, if you indicate that you are a researcher, you will be directed to complete the Conflict of Interest training through UC’s Center for Continuous Professional Development. The OAR form cannot be submitted until the training has been completed.

If you need to complete the Conflict of Interest training, then you can visit UC’s Center for Continuous Professional Development by visiting the following link: https://webcentral.uc.edu/cpd_online2/. Click on the “Compliance Training or Competency Testing” tab. Next, under Compliance Courses, select “Conflict of Interest—Required OAR Training”. This will take you directly to the module followed by a short quiz.
